Pinch off the line before the filter (tank side). Remove both of the spring clamps. Use a good slip joint plier. While you have your slip joint plier in hand, hold the fuel line where the clamp used to be. Twist the filter. You don't normally have to put a lot of force on the line, just enough to hold it and no more.
