It's a scam. If it costs money and advertises "prestige", then it's probably a scam/doesn't help with acceptance. It won't give you a scholarship just for joining, but they offer scholarship opportunities. In addition, they offer meet-ups across the country so you could connect with other NSHSS members.

National Society of Collegiate Scholars only requires a 3.4 college GPA. NSCS don't base their membership on high school grades at all. National Society of Collegiate Scholars is not prestigious, no. It's not a bad thing, but not revered either. It's "only" a 3.4 GPA to qualify.
