Okay so yes, what it seemed to be was that this was the save file. I had to manually turn off Cloud sync, restart Steam, delete the file in the MHW (582010) folder, then start a fresh save, and when I had one in, then turn the Cloud back on and tell it to overwrite the Cloud files.

Launched MHR, then alt+f4 WITHOUT telling it to make a new save file. Once closed. I deleted the newly generated 1446780 folder, and replaced it with my most recent working save. The game recognized that there was save data, though it failed to load. But after restarting both Steam and MHR, it worked, and I was able to open my save.
