I replaced the water pump on my 2013 merc 60hp 4 stroke efi bigfoot outboard, but when I test with the muffs there is no water coming out of pee hole. Water is coming out from the gear housing where the lower and upper units attach. I have disassembled 3 times to check seals and alignment to no avail.

Remember, much of the problem with water in the lower unit happens when a warm lower unit hits cold water. This causes a pretty big vacuum on the inside of the lower unit, trying to suck water into the lower unit to equalize the vacuum.
