The black ops 2 servers go down 24/7 and there is NOTHING you can do to fix it. Bug. All you can do (according to the extremely few posts on the internet about this issue) is wait around for days or weeks until Activision restores the servers. “The Call of Duty: Black Ops II server is not available at this time.
